1994 H1 Steering Problem at stop

I have a 1994 H1 and replaced the power steering pump because I get no boost/assist at a full stop. As soon as the truck is in motion the pump works well. I can hear the pump strain while at stopped like it is turned to the steering locked Right or left full position. The new pump did not fix the problem.

Any ideas?
