If he has braking upon moving the slider, then the wire under the hood should be hooked up.
BLKH2, do you have any kind of indicator LEDs or lights on the controller?
If so, do they activate when you mash the brake pedal?

He must not be hooked to the hot side of the brake light switch. In one way or another.

But it does sound as though the controller is not getting any signal from the vehicle brakes.

I found info that says a vehicle without the TP2 auxillary battery needs a
40 A fuse in the ( stud#1 ) location in the under hood fuse box.
( note: this fuse is not needed if you have 2 batteries )
I will check on trailer today and let you know.
