I've been running tinted front windows on my various SUVs for 9 years, no fix it tickets. One helpful trick is to always go 1 shade lighter than the stock tint on rear windows. (Limo tint on the front windows is asking for trouble.)
SCC Sheriffs, SJPD, CHP have looked me over in the H3 and no pull-overs or evil-eyes.
Note: fix it ticket is not a moving violation in Caliornia, so it does not impact your insurance.
Front plates are also required by law in California, similar situation too. Over 10% of the vehicles run without them.

I did get one fix-it ticket 15 years ago while driving my brother's company car (reason for being stopped was illigal pass, judge did not submit to DMV, so no conviction on my record). Stuck plate on, had a cop sign off the ticket, took it back off aame day.
