Chinese Anti-Reincarnation Regulations

In one of history's more absurd acts of totalitarianism, China has banned Buddhist monks in Tibet from reincarnating without government permission. I wonder about the enforcement mechanism though. If you die and return as a goat, do they put you in a gulag?

I read where they are going to make it a capital offence - death penatly for all who come back as an unapproved entity. This will be a vicious circle.
