Default ELectrical Problems

Unfortunately I had a fire under the dash on my 06 H3, I've replaced the wiring harness as well as the instrument cluster and BCM. My problem now is that the used BCM shows more miles then what are actually on the vehicle. What steps do I need to take to have the BCM reprogrammed and what components need to be serviced? Can this be done by me or do I need to trailer the vehicle to a GM dealer? My biggest problem is that the closest dealer to the vehicles location is over 175 miles, I have a friend that has a Tech II scanner, is this the instrument that a dealer would use, if so does anyone know the procedure for the reprogramming.

bcm and keys gotta be replaced. need to get to a dealer.
