Is it just the outer piece? Or is there something that covers the whole tire? What it the hole in the middle for?

THE COVER HAVE A HARD BACK W/SOFT COVER FOR THE REST OF THE TIRE. THE HOLE IS FOR YOUR PLATE LIGHT. |

ITS ONLY GOOD FOR 05 AND NEVER SPARE TIRE CARRIER - THE LIGHT IS ALREADY THERE.
