I need to shrink the size of the file of the photo to upload it. I keep getting the file is too big error 660KB and it has to be less than 300KB to upload them. How can I do this?

open the picture in Paint shop on your PC then go to image and then hit skew and strech change both settings to 50% instead of 100% then just save picture and your all set.
