Paint chipping and cracking???

Ok here is the deal, something and I have no idea what got on the hood just in front of the hood handles between that plate and the grill and now the paint is starting to chip and crack away and I can see BARE METAL....WTF is up with that??? Anyone else have anything similar happen?? I have talked to the dealer and they say they can take care of it, just curious if anyone else has encountered this and what did you do about it.. They are talking like they will have to repaint that entire section of the hood.. Still have no clue what it is or was that was on there.. Was thinking bird droppings but I never park out in the open and I never park under trees.... So now I am stumped.....
