Are tires serialized?

My brother bought 2 tires at Discount Tire and they sold him a Road Hazzard Warranty on them. Hit a large piece of scrap that fell off a truck yesterday and damaged one tire. Discount Tire is saying that it is not one of the ones he purchased with the warranty, but it is obvious that it is because the damaged one is one of the newer tires. How can he fight this crap? Are they serialized or something?

Tell him to talk to the store manager and explain it to him ,if it was the new tire he just bought with the road hazard than he is going to be taken care of .if this fails go above to the main office and your state and county attorony general's office . the store manager does not want all that heat he will take care of the problem .
