H3 with V-10

So today i go out to my chemistry tutor and park next to an H3 when i get out i notice it has a bunch of crazy GM stuff on it and those special plates like when they test cars or whatever turns out it was an GM test H3 with a V-10 engine it, and along with that it was fully armored. Has anyone heard of this before or know why they would be doing that?

no automatic tranny, and i have a few very horrible quality pics that are pretty much worthless n themselves but ill get them up in a little bit i just have a lot of school work.
