Nevermind my nonsense. This started with me trying to get my neighbor to give me their IP address http://www.elcova.com/infopop/emoticons/icon_smile.gif

From a DOS prompt..Type tracert website (like H2Source.com) then press Enter

It will trace the route from your modem/router through the web to that website and tell you how many milliseconds it take to get to each.
