Lowering air suspension?

I just bought a 2003 hummer h2 and have not really mastered all the vehicals features.

My question is: Can the air suspension be lowered?

I am going to put 28" inch rims and I don't want the a big gap in the wheel wells. I want it at just the right height adjustment in order for it can look "all rim"

No is the short answer! 28" rims? That is going to be a challenge in itself with any reasonable tire on the truck to maintain ride comfort. And you certainly won't want to go off road with those rims which is what the truck is built for in the first place.

I am in new york city manhattan. No off road what so ever anywhere.

As well, I will just be driving the hummer about twice a week.

So the bottom line is, there is no way to lower the suspension?
If so, then this sucks. Thanks though!

Where there's a will...unfortunately...there's usually a way.

Actually as bad as the roads and such are in Manny Hatty, I would consider that off roading.
Put that wheel / tire combo on the truck will make a for a hell'ish ride.
(and I mean that in a bad way)
