It's a compilation of MANY factors. The crimerate may be up but the healthcare, education and other factors most likely played a big role for that ranking.
The per capita factor plays big also.
But ask them. Mercer probably has over 1000 Marinehawk like brainiacs working for them. I'm sure they would know this formula.
