I am in Cali too.....I have never had a front plate since the age of 16 and have never had any issues. I think they started something new here though. When I bought the H2 I had to sign some paper that I would not remove the front plate. Told the guy whatever, its gone the second I get home
and yes the white nylock bolts are gone too!
