I use Photoshop too. But only because I could get it cheap.
Paint Shop Pro is a lot cheaper and pretty comparable for basic stuff. If you have a newer version of MS Office, there is a Picture Manager module you can install which has some basic editing features.
There is also some good freeware out there. If you're tech savvy, try GIMP.
