It is apart of the National OHV program http://www.tellico4x4.com/tellico_land_use.php and yes they do have "green sticker" however, recently the percentage of green sticker money being used for trail maintenance was reduced to 5%.

Tellico is now part of the Forest Service Fee Demonstration Project, so a permit is required to ride here. Individuals may pay the $5 daily permit fee (exact change) at the entrance stations or buy an annual $30 permit at the Ranger station. 95% of the fees are directly returned to Tellico to maintain the area.
