Mine has been loose for years, prolly since I bought it. Sounds like bochard has the right idea. I was quoted $450.00 for a new one at the stealership. Mine is black, and I wanted one with the chrome on top. I'll trade ya!
Were they trying to steal a vanity plate? What'd you put on it?
That didn't happen in your home town did it?

Mine is coming loose on that same top right corner just like that one. Any help on how to get that back panel apart to get to the piece? I am sick of breaking all the plastic panels on my truck each time I start a project!!!!

Remove bolts that hold hand loop and hooks
after that it just pulls apart its held togeter with plastic clips
Similar to these 
once removed look for bolts that hold the licence plate holder in place

Mine came so loose that I couldn't open the back hatch. Cost me about 300 at the dealership.
