That sounds like a blown CV, but that doesn't explain why you can't get the t-case out of 4Lo.

If the CV is gone and you are in 4 LO, the computer is not registering any wheelspin at the tire when it should be, so now the ABS and <STRIKE>TC</STRIKE> lights on the dash are on. Maybe as a result of the CV being gone. So then, the Electronic Brake Control Module is telling the Transfer Case Control Module to not allow any shifting.

We used a programer to pull codes, but there weren't any.
Neither actuator worked, so it must be controlled by the computer somehow and is in a "safety mode". I really don't know how that works.

Wow.. All I can say is congrats on the Escalator! Haven't been there myself, but it doesn't look easy.
In regards to your "breakage", congrats on that to.. Most Hummer owners will never do enough serious wheelin to break anything! It sort of like a badge of honor in my opinion.
Maybe put a small photo of each part you break on the side of your truck? Maybe also a photo of a little Jeep for everyone that you tow?

I thought I read somewhere he said that they read the codes with a programmer and that there weren't any. Not sure though

Exactly like the cards in the bicycle wheels.  But I 'm not worried about that. I know what that is.
I am hoping that it is not the t-case- obviously. It will not disengage the 4lo lock button- the 4hi will flash when pressed in neutral but will not engage. The gears on the asphalt coming back seemed to be slow or altered even considering it was in 4lo. We did it manually the last block.
But I am still hopeful that it is a computer issue- disconnections of sensors for the abs and ds tire causing it to lock in the current mode. Wishful I know- but t-case sounds worse than CV joint or axel shaft to me.
The boot on the PS front tie-rod has been cracked and the rubber accordion-like grease holder up next to the DS front tire (excuse the lack of tech term) is leaking.

That's too damn funny?
I'm thinking we need to find a decent frame-bent salvage H2 and all pitch in and buy it. When we have big trail rides we can just stick it on a trailer and scavenge parts off of it as needed (it's a ready made storage system with bolts and stuff already cataloged  ) and if someone needs something some other time, just pull the part and send it to them.
We would have to come up with some system of buying the new parts to replace the old ones being taken off so that it stays fair to everyone.

I called an talked to a H2 tech and he can't see how the two are tied electronically. Not being a big believer in coinkydinks I just can't reason that the two aren't related.
But there is a Transfer Case lockout feature that is controlled on the Transfer Case Control Module. The TCCM controls everything to do with the t-case and is tied to the Class II. I'm thinking maybe the BCM is telling the TCCM to engage the lock out feature which will not allow voltage to flow to the t-case actuator thus it won't shift out of 4LO.
All that said, once the CV is fixed and it's driven around a little to clear the code, I'm thinking the t-case should then shift out of LO.
