Yes this is for the brake controller. I have this mounted on the dash. I had an 2003 H2 and it pluged into the fuse block under the dash. I now have an 2008 H2 that gets conected to blunt cut wires that are just hanging under the dashboard.

This I have all done. Even my 03 needed the proper fuse installed in the under hood fuse block for the brake controller to work. However on the 08's two fuses need to be installed in the under hood block and the proper wires attached to posts that are connected to thes fuses.

I found the red 12v + wire on the outside of the fuse block it was folde back and taped down to the outside of the wire loom that it come out of. I connected it to the post of fuse 59. The owners book tells me there is also a blue wire for the braks that needs to be connected to the other post for fuse 55. This is the wire I can't find. Can anyone tell me where to look for this wire and if I have them connected to the correct posts. thanks in advance for the help.
