Rust on rear tire rack and Chrome peeling on wheels!

Does anyone know if these two items would be covered under a gm warranty? My truck is an 06 with 18 miles? My wheels are chrome and it looks like the chrome is chipping off around the edges. The rear tire system is all rusted around the welds. The dealer told me that it was "normal"??

My 03 Range Rover was a piece of Sh!t but at least they attempted to fix it! Now wonder GM is going out of business.
