Rear view mirrors automatically dims -- randomly

My rear view mirrors seem to dim whenever they want to. I haven't figured out what the connection to dimming vs rear view traffic. It seems to dim regardless of conditions.
Has anyone noticed this?
Is the passenger side mirror suppose to dim?
