Question For those with a set of takeoff tires?

If you have two sets of tires and rims, one for street and one for offroad; What do you guys do about the TPM relearn when you change out the tires. Do you have TPM's on all the tires or just on one set? But then what do you do about the service TPM messege, when put tires on without TPM's? Inquiring minds want to know, I want to get another set of rims to have the two sets but I am perplexed by this issue? Help
