Will a Chevy Dealer work on a an H3 even if they are NOT a Hummer Dealer??

It depends on the dealer. If you are talking engine work, they probably will -- as you noted it's a standard GM engine. They have access to the Hummer tech manuals online, but likely will not have any Hummer unique parts.
