I don't know what the laws are where you live, but most major cities in the U.S. do have "leash laws", and they exist for good reasons. One of them is, the streets are made for vehicles, not domestic animals running loose. If the animal gets hit BECAUSE the driver could not react to it's unpredictable actions, it might be sad, but it can't possibly be the drivers fault. Damn, talk about a slippery slope, just imagine what the world would look like if that were to become the case. All types of insurance would become unaffordable across the board.
