FWIW...I believe that traffic would run the smoothest if you utilized all available "legal" lanes of traffic. I have a tendency to move over as soon as I realize the lane is ending, but as long as the traffic in the closing lane is nice enough to "match" the traffic of the lane that doesn't end I see no problem with letting them in. Moving over sooner just causes that lane to back up sooner...I see no real benefit to it. But that is just my .02
